Hello, This Blog Was Created To Explain My Views on the Illinois Sex Offender's here in Illinois.
First off my name is Brandon Keppler I am 27 yrs old. I was convicted at the age of 19 of Aggravated Criminal Sexual Abuse, I was 19 yrs old at a party with some friends that I worked at the local factory with, I had just moved in with my older brother Doug, I had only lived in Clay Co. for about 3 months by this time, so did not know many people at the time just people from the factory I was Working In. I went to a party on Friday night, and was Drinking Underage(yes I know) and met this Girl Named Shelly, She was a very pretty girl and seeing everyone else at the party was over 18yrs old, I needed know further instructions on Pondering a thought that this girl was in fact underage! She was Drinking Too!!! So as the night progressed, me and Shelly began to talk more and more, then it Happened! We the next day arose like before, and still no "Mention" that this girl was underage. Well me and Shelly hung out more often, 5 days later I get a knock on my Door, Shelly is inside with me at my brothers house, its a Clay Co. Sheriffs Deputy, he says he's looking for Shelly, I said She is here asked if he needed to Step inside, He Did (it was cold out). So then he tells Shelly her mom has been looking for her! WHAT!! HER MOM!!!!! Then he tells me I need to come with him and Shelly as well!!! for what i asked? We need to Talk he States". So Being Me I went with him and Shelly to the Sheriffs Dept. and then he comes in and Explains to me that Shelly was Reported in LEADS to Be Missing/Runaway, and then advised me of her Real Age, 13 almost 14yrs old, I Flipped!!! He then Advised Me Of Needing to writing a statement to "clear the Record" so being Young and stupid I did. I told him I met Shelly at a party and Had consensual Sex with Her 1 time!! That was all, So he Arrested me on the Charge of Aggravated Criminal Sexual Abuse And Then The States Attorney Just Had it in for me, he treated me like I was Some sicko pervert, that I was not, or never had been!
Well there is my story on how it happened and I got Railroaded by some Hot To Trot States Attorney, now I hear even If I received a pardon authorizing expungement, I still cannot get that Sex Offense off my record- FOREVER!!! Come on people see the light, that these stupid sex offender laws are and should be in place for PEDOPHILES not Teenagers Sleeping With Teenagers, this State is Screwing up young men's lives and People are sitting back and letting them do it! they need to Re-Categorize the States Sex Offender Registry, NOT bunch Teenagers with SICKOS, this is disturbing to note as well, it states that in the Criminal Identification Act, That if the Victim Was under the age of 18 at the time of the offense, and the accused was above 18 as well, then you cannot get that Sex Offense Expunged, So okay! What your saying is, If a man 35yrs old Rapes and Beats a Woman 18 or older then he/or she can go get a Pardon Authorizing Expungement, that is the most Stupid and Ridiculous thing I've Ever Heard!!!! Come On People Stand up for the Right thing Would you Rather help a Teenager That made A Stupid Choice in His Life, by a bad judgement of age or some Grown man Who Beats And Rapes A Woman over 18 yrs old.
Another Thing About This Sex Offender Registry. In the Sex Offender Registration Act, you Have A Clause Under 730 ILCS 150/2 Paragraph (E) "As used in this article, "sexual predator" means any person who, After July 1, 1999 Is: Convicted Of (We will just list my offense for now) Aggravated Criminal Sexual Abuse, well that is stupid because that means anyone prior to this date is Free of This Label- Forcing Them To Register For Life! I've Looked At So Many Offenses That are Just Sicking to me, they are not listed as "sexual predators" why not?
Don't give me that junk about Can't apply it "Retroactively" The Supreme Court Ruled That any law dealing with public safety can be applied "Retroactively", and the last time I checked the Illinois Sex Offender Registry Was upheld Due to the fact that it was was deemed Constitutional Because it is a matter of PUBLIC SAFETY!!!! But hey that's your wonderful Illinois General Assembly.
I'm not writing this letter to justify my mistakes, but only to see the real picture of our States Laws And how they are Creating More Loopholes Than GOOD!!!!!!
I'm Filing For Pardon Currently Due To some other Dumb choices I made when I was 17yrs old nothing to relate to Sex Offenses! I need Help With my Submission of my Paperwork, I'm Almost Done, Just Need it reviewed!!!!!!!! Look me up as well on the Registry, OH! I LOOK LIKE A REAL PEDOPHILE DON'T I?????????????????????? Yeah Right. Look how many are not labeled As "Sexual Predators" Those Victims are way younger than Mine Was! and they get off of that Sex Offender Registry In 10 yrs!!!!!!!!!!!!!!!!!!!!!!!!!! WHAT!!!!! People Need To Stand Up And See That The Illinois Sex Offender Registry Is Out Of Context! This registry needs to be Redone!!!!!!!!
Under the Criminial Identification Act 20 ILCS 2630/5, paragraph (g): Except as otherwise provided in subsection (c-5) of this Section the court shall not order the sealing or expungement of the arrest records of the Circuit Court Clerk of any person granted supervision for or convicted of any sexual offense committed against a minor under 18 years of age.
This Statue clearly shows you that if a man rapes and beats a woman, if that woman (victim) is Over 18yrs of age then the accused could very well pardoned by the Governor, with an order to Expunge the Conviction, And walk into court and get his conviction Expunged!
